The Clearfork Utility District is accepting Statements of Qualifications (SOQ) from Engineering firms for the Clearfork Utility District Water Distribution System Improvements Project.
DESCRIPTION OF WORK
The projects will include all engineering services including, but not limited to, planning, design, and construction of the Rogerston Road Water Storage Tank Replacement, the Westbourne Area Waterline Extension, and the Clairfield Waterline Replacement.
DETERMINATION
A selection committee appointed by the Owner will consider “Statements of Qualifications”. In order to be considered, SOQs must be received by 2 p.m. Friday, February 3, 2023 at Clearfork Utility District c/o Andy Maiden P.O. Box 63 Clairfield TN 37715. Submittals should be sealed and labeled “Statement of Qualifications for the Clearfork Utility District Water Distribution System Improvements Project. Four (4) copies of the “Statement of Qualifications” are to be submitted.
The Owner reserves the right to reject any and all “Statements of Qualifications”.
“Statements of Qualifications” will be evaluated and ranked on the basis of the following considerations:
• Overall qualifications of the firm.
• Experience on similar projects.
• Experience and availability of qualified personnel.
• A list of references that may be contacted concerning previous performance on similar projects and familiarity with local factors.
All Statements of Qualifications will be evaluated and awarded points on the basis of the following criteria:
• Qualifications of the Firm 0-25
• Experience on Similar Projects 0-25
• Key Personnel Experience 0-25
• References/Familiarity 0-25
TOTAL POINTS POSSIBLE 100
Statements of Qualifications should include the following minimum information:
• Identification of specific personnel to be assigned to this project, including resumes of those persons indicating their experience on previous projects of this nature.
• Identification of the firm’s experience in similar projects and overall experience in water system infrastructure design and experience in various funding requirements.
• A list of references of prior clients of similar projects, and familiarity with local factors, and the ability to work with local officials.

Statements of Qualifications will be evaluated on the afternoon of Tuesday February 7, 2023 at 4:00 pm, on the basis of submitted written materials only; therefore, it is not necessary that a representative of the firm attend the evaluation meeting. After the close of evaluations, the Owner will contact the highest-ranking firm and enter negotiations with that firm. If the Owner is unable to negotiate a satisfactory agreement, the second-ranked firm will be contacted. Once a firm has been selected, all unsuccessful firms will be promptly notified.
The Clearfork Utility District reserves the right to reject any and all responses and negotiate with any firm of their choice and are not responsible or liable for any costs incurred.
